Labour Market Impact Assessments (LMIA)

A positive Labour Market Impact Assessment (LMIA), formerly know as LMO, is issued when Service Canada has provided permission to an employer to hire a foreign national for a specified position. Canadian employers are required to proof that no suitable Canadians or permanent residents are available to fill the position. When assessing an LMIA application officers assess whether: efforts have been made to recruit or train Canadians, the prevailing wage rate for the region is met, if any labour disputes may be adversely affected and if a foreign worker will fill a labour shortage, transfer skills/knowledge to Canadians and/or will lead to job creation or retention.

High Skilled or Low/Semi Skilled

National Occupational Classification (NOC) codes categorize positions into: NOC 0, A, B, C and D. 0, A, B are skilled positions, typically managerial positions and positions for which a post secondary education is required.

When hiring low/semi skilled workers the employer is responsible for paying return air fare and providing access to reasonable accommodation. Noteable is also that they have limited options for permanent residency in Canada.
